Dear rogues

3.1.3 brings a single change to rogues.

Overkill: Talent redesigned. Now increases energy regeneration by 30% while stealthed, and for 20 seconds after breaking stealth.

Meaning : Another burst nerf vs clothies for those PvP Mutil rogues.
But on the other hand gives an increase in DPS for both PvP and PvE.
For PvP this change is more a nerf and the dps increase won't be that dramatic as PvP battles
depends mostly on bursts overkilling the healings.

For PvE, well... it seems like a 30% boost to regen for 20 seconds is much better than -10 energy
to abilities for 6 seconds.
A rogue regen 10 energy for 1 sec, means 200 energy for 20 secs.
With Overkill this is 260 energy in 20 secs which is 60 energy more.
A rogue cannot use 6 GCD in 6 seconds to match this with original Overkill. So hence.... a buff for PvE mutil dps.

To sum up : New overkill, a dps increase for 20 secs, a burst nerf.
