3.3 has finished it's testings and is due to be released in the coming weeks.
Icecrown Citadel brings some interesting changes to the common rogue which generally, again, simplify things (i don't like it)


* Deadly Poison: In addition to its existing effects, when a rogue applies Deadly Poison to a target which has already reached the maximum number of applications, this will also trigger the poison which the rogue is using on his or her other weapon.
Meaning : 2 reasons for this change. 1) Rogues were not doing good on early ICC testing and fell behind hybrids on single-target fights. It is known that Blizz see rogues as the top sustained single-target damage dealer, plus the 5% tax for hybrids. 2) Rogues started messing with weapon switching during fights, including the creation of an addon which does this
task for you. Blizz stated they will not tolerate this, and this change actually simulate the result of weapon switching.
On another note, Blizz has blocked this addon on 3.3 (Yes, they can block addons).
To sum this up, Mutilate rogues can expect 1-2k dps increase on stationary sustained fights, combat will see up to 1k increase. Thing is... ICC is full of multi-target encounters.


* Dual Wield: Rogues now know this ability upon logging into the game at level 1. - YEY -_-
* Stealth: This ability no longer has multiple ranks. While active, the single rank of this ability (available at level 1) allows rogues to move at 70% movement speed. - YEY #2

* Talents

o Assassination

+ Improved Poisons: Bonus chance to trigger Deadly Poison from this talent increased.
Meaning : Will help mutilate rogues to reduce the dps loss from target switching, and is directly
responsible to the huge dps increase they will get once sitting on a boss.

+ Murder: This talent now provides a flat damage increase of 2/4% against all targets, instead of only targets which do not appear in Icecrown.
Meaning : Blizz prevents rogues from being Naxxed for the 2nd time. On Naxx, rogues could have benefit from this Assassination talent on just one wing, and on ToC they couldn't benefit from Murder vs Anub. This change eliminates those issues vs undead targets.

o Subtlety

+ Preparation: The cooldown on this ability has been reduced to 8 minutes, down from 10 minutes.
+ Filthy Tricks: The cooldown reduction this talent provides for Preparation has been reduced to 1.5/3 minutes, down from 2.5/5 minutes.
Meaning : No meaning... on 3.3 Blizz forbid 10m cooldowns from being used in arenas.... this just makes sure Preparation can still be used .... ofc.
